  The converged "Network of networks" of Telecom networks, Media networks and the Web is a much promised and hyped destination. Not because it is not feasible or not happening today, but because it lacks the flexibility to create and deliver customized services on-the-fly. The show stopper is that networks traditionally owned the services and applications; which in turn owned their users on a per application basis - creating vertical silos for each service.

The way forward is a paradigm shift based on a user centric view. Here users or subscribers demand services and networks dynamically produce them by collaborating and interoperating with other providers, creating a horizontal, cross-domain services layer. Service Deliver Platforms (SDPs) are a novel approach that supports this user-centric model to enable network providers -- Wireless and wire line carriers, Cable and MSO operators and Enterprises by leveraging a common IP based, internet scale foundation to deliver horizontal services federated across domain boundaries.

The SDPs are supported by an Identity Framework that becomes a core component of the network infrastructure and provides means to deliver horizontal services. These pre-requisite capabilities include location-independent, service-independent and context-independent Persistent Identifiers needed to locate and identify users, Cross-domain Interoperability ; Mediated Data Sharing ; Meta Personalization ; and Service Co-ordination .
